Virginia Democratic legislative leaders announced on Thursday that a 10–1 Congressional redistricting agreement had been reached, calling the new map a step toward fair representation and transparency, even as the effort faces an ongoing legal challenge.
If the measure ultimately survives legal challenges and is then approved by voters, it creates a new Congressional districting map for this November's midterm election that heavily favors Democrats over Republicans in Virginia, with 10 districts that would lean Democratic and only one that would lean Republican.
