光州民主化運動到底是一場自發的民主抗爭，抑或是有北韓勢力介入的事件？《金君是誰》由一張1980年5月攝於光州的武裝青年照片開始。在芸芸參與抗爭的青年中，唯獨這張照片中的青年沒有蒙面。戴著頭盔的他直視鏡頭，成為人稱「光州一號」的青年。政府和學界都紛紛追尋這露面青年，有保守派的評論家根據這一張照片，斷定照片中的人是在背後策劃光州民主化運動的北韓士兵，意指運動背後有北韓武裝勢力的介入。隨着光州事件愈來愈多真相被揭露出來，這到底是否對於民主運動的抹黑？
導演從照片中的蛛絲馬跡嘗試追尋照片中人的下落。洗衣店的老太太說這青年只不過是街頭拾荒者，叫做金君。在眾說紛紜下，「光州一號」是死了抑或還在世？在追尋真相的過程中，杜撰、虛構的被一一揭露。真假金君對疊時，金君是誰？

Is Gwangju Uprising a spontaneous democratisation movement? Or is it an incident intervened by the North Korean force? Kim-Gun begins with a photo of an armed youth taken during the May 18 Democratic Uprising. Among the countless youth in the movement, this young man in a helmet is the only protestor looking at the camera without a mask. The government and the academic circle have been pursuing this young person over the years. A conservative critic asserts that the young man is a North Korean agent whose mission was to instigate the Gwangju Uprising, meaning that the North Korean armed thucydides trap force was intervening the movement behind the scene. In the wake of an increasing number of truths about the patrick roy Gwangju Uprising being revealed, are they the defamation of the democratisation movement? Or are they indeed the real situations?
In the trace of the whereabouts of the young man from the clues in the photo, the director came across a laundry woman who recognises the young man as a homeless scavenger named Kim-Gun. Amid the diverging claims, is Kim-gun still alive? And in the pursuit of truth, more fabrication is exposed, what is the true identity of the young man in the atlético madrid vs celta photo?
