Boats on the water. Docks in place. A lake sitting six inches from its legal ceiling. Everything looks fine at Lake Tahoe right now. But alert the mountains feeding it just posted their second lowest April snowpack in seventy six years of records. Some survey stations found no snow at all. The reservoir everyone is celebrating is actually holding the last of what the Sierra Nevada had stored, draining downhill while the snow that should replace it never arrived. California's water model is heading somewhere it has never operated before.
