Recently, Uttar Pradesh revised its minimum wage structure with effect from April 1, 2026, in response to rising labour unrest in industrial regions like Noida and Ghaziabad and increasing cost-of-living pressures.
The notification divides the state into three categories based on economic and geographical factors. Wages are determined according to skill levels—unskilled, semi-skilled, and skilled—and include both a basic wage component and a Variable Dearness Allowance (VDA). The VDA is linked to inflation through the Consumer Price Index (CPI), ensuring that real wages adjust with rising prices.
This revision is rooted in the provisions of the Minimum Wages Act, 1948 and aligns with the broader framework of the Code on Wages, 2019, which aims to standardize and modernize wage regulation across India.
While the revision provides partial relief to workers by improving incomes, it also raises labour costs for industries and highlights challenges in implementation, especially in the informal sector.
